You Have a Strategic Plan. Who Actually Owns Implementation?

Most strategic plans fail quietly. Nobody rejects them. They are adopted, celebrated, and then absorbed into a calendar that was already full.

The gap is almost never commitment. It is ownership. A goal without a named owner belongs to everyone, which in practice means it belongs to no one.

Functional implementation requires four things per priority: an accountable owner, a delivery schedule, a resource commitment, and a standing review point where progress is examined and blockers are cleared.

If your plan cannot produce those four items for each priority in a single page, implementation has not started yet.
